I guess one's reaction to this movie will greatly depend on the expectations one has and in what context this movie is seen.

Against the background of Woody Allen's complete oeuvre to date Scoop is somewhat disappointing. The first half of the movie Johansson and Allen seem to have trouble getting into their parts and this manifests itself in somewhat unnatural acting. It's noticeable they're looking for the right way to play their characters.

Although the acting is much better in the second part and it even becomes like meeting an old friend to see Allen get into shape, the whole routine is very familiar to people who know his movies well. So in this context the movie isn't really that special. It's nice, if you like Allen's typical character, but it isn't groundbreaking new or anything. Also, it doesn't live up to the hilarious and exciting other movies of Allen that roughly cover the same subject matter (like Manhattan Murder Mystery, Small Time Crooks).

And perhaps there's another way of looking at it: in context with the average movies appearing in cinemas today, Scoop still is in a league of its own. Also, it's remarkable that a writer/director is able to be so productive and consistent in quality over such a long stretch of time. This puts Allen in line with the great movie directors of all time. Scoop just isn't his best movie.
